I love high quality, original, non-generic, and well-outlined anime. Unfortunately, that narrows the pickings- there are so many carbon copies and ADHD+crackfests that annoy the crap out of me; Outright stupidity and over-the-top-hyper characters. There have only been a few exceptions, though- Shin Chan, and the Excel Saga.
But animes like Fighting Foodons- the worse carbon copy of Pokemon I'd ever seen, because the theme is just... wow... you would die laughing. And Bobobo......... what ever they're smoking, I'm sure it has killed them by now.
A lot of great animes with potential seem to be ruined by stupid characters. Like those that take on the 'announcer' role by watching a fight and explaining the details and history of every attack of the fighters. "WOAH! No WAY! He's using the Chai Chi Choo Choo Fu Yu Dragon Flame attack!!! That's impossible!"
I would've enjoyed Dragon Ball Z more if it didn't take 6 episodes for Goku to finally finish summoning his powers and just kill the artard he's staring furiously at all that time. Oh and Krillin.... I actually cheered when Freeza blew his ass up. He was mondo annoying!!
I enjoy the stupidity of Excel Saga because it was meant to be so to make fun of stupid anime. Shin Chan may not be eye candy, but its humor is actually FUNNY.

Personally, I just watched DBZ for Vegeta. It was my guilty pleasure. Listen to Vegeta (until they fired Brian Drummond and got that other guy), and laugh at everything else.
i think my top favorite silly anime was very short lived sadly. it was such a daft anime but i loved it all the same, Dragon Half. though serious funny animes Slayers takes the top of my list but in all seriousness it doesnt beat AKIRA. thats the lord of my anime list .
